For the robust growth of the economy of our country, Kerala Legal Metrology Department, in association with Kerala State Industrial Development Corporation (KSIDC), has implemented several reforms in line with the policy of the Central Government to make Kerala more industry-friendly and business-friendly. 1. Centralized Inspection System


It’s a system-controlled compliance inspection scheduling and monitoring system meant to detect and rectify various offences relating to the Legal Metrology Act 2009 and the Rules made thereunder. This system helps to reduce the prosecution burden on the business community and helps them comply with the provisions of the Legal Metrology Act 2009 and Legal Metrology Packaged Commodities Rules 2011. 2. Legal Metrology Operational Management System (LMOMS)


LMOMS is an integrated online platform intended to digitalise all activities of the Legal Metrology Department. This is a web-based application along with the incorporation of other activities of the department.

LMOMS has the following modules to cover the functions of the department:

1. Verification of weight and measures
2. Licensing
3. Registration of packer/importer
4. Cases and compounding fee

Major modules have a public/user interface and an office interface. The public/user interface gives the facility for the public to apply for various services rendered by the department, check the status of their applications, and download certificates. The online payment system is also integrated with these modules to make them more user-friendly and transparent.

4. K-Swift Integration


K-SWIFT is an online single-window clearance mechanism, a web-based online facility for entrepreneurs desirous of setting up enterprises in Kerala. Entrepreneurs can now avail all services relating to the Legal Metrology Department through this portal. Entrepreneurs can apply for reverification of weighing and measuring instruments, apply for packing and importing registration, and apply for a license to manufacture, repair, or sell weighing and measuring devices.

The Government of India’s Department of Promotion of Industry and Internal Trade, under the Ministry of Commerce and Industry, has introduced SBRAP Plus and RCB Plus 2024. These initiatives aim to implement additional reforms as part of SBRAP 2024. As part of the same, the Legal Metrology Department is directed to constitute a task force to monitor the Central Inspection System and thus explore ways to minimize regulatory burdens and enhance the Ease of Doing Business. In order to implement these directions, the department has decided to constitute a task force.

In light of the facts stated above, the task force is hereby constituted comprising the following members:

  1. Additional Controller – Chairperson
  2. Joint Controller South Zone – Member
  3. Joint Controller Central Zone – Member
  4. Joint Controller North Zone – Member

 

The task force will be responsible for:

 

  1. Ensuring smooth implementation of reforms
  2. Recommending additional reforms to reduce administrative burdens on businesses and enhance ease of doing business
  3. Reviewing existing practices and procedures of inspections to improve transparency and objectivity
  4. Ensuring inspections are conducted in a time-bound manner
  5. Reviewing inspections scheduled and conducted by the department for various approvals and certifications to improve service delivery efficiency
  6. Evaluating promptness in issuing permits/licenses besides addressing pendency issues
  7. Reviewing pendency in the Single Window Clearance System/K-SWIFT Portal

 

As part of simplifying the service procedures, the department has decentralized the power to issue:

 

  1. Registration certificate of Packers – from Controller to Joint Controller Level (Joint Controller offices are situated at the Zonal level).
  2. Affidavit requirement for packer registration applications has been eliminated.
  3. Digitization – The process of verification of Weights or Measures is made online.
  4. Decriminalization – Focuses on reducing the severity of punishments for technical/procedural errors and minor non-compliance.
  5. Sections of the Legal Metrology Act have been decriminalized through the Jan Vishwas Amendment Bill of 11/08/2023.
