LMOMS( Legal Metrology Operational Management System )
Consumer protection is the main motto of the department of Legal Metrology. For this purpose all kinds of weights, measures, weighing and measuring instruments used in transaction and protection are subjected to annual verification and stamping. Also surprise inspections and special drives are being carried out at various trade premises including petrol pumps, weigh bridges, packing premises, jewellery shops etc to detect violations in respect of Legal Metrology Act 2009, legal Metrology Packaged commodities Rules 2011and others.
To achieve these objectives at a faster pace,various activities and functions of the department is digitalized. LMOMS is an integrated online platform intended to digitalise all activities of the Legal Metrology department. This is a web based application along with the incorporation of other activities of the department.
LMOMS has the following modules to cover the functions of the department
1. Verification of weight and measures
2. Licensing
3. Registration of packer/importer and
4. Cases and compounding fee.
Major modules have a public/user interface and an office interface.Public/user interface gives facility for the public to apply for various services rendered by the department, to check the status of their applications and to download certificates. Online payment system is also integrated with these modules to make them more user friendly and transparent.
1. verification of weighing and measuring instruments
The main objectiveof this module is the verification/calibration and stamping/rejection of weighing and measuringinstruments coveredunder the Legal MetrologygeneralRules2011.verificationcouldbeoriginal
verification or reverification. This module has a user interface and an office interface. In the user interface, there is provision forenteringthedetailsofuser,detailsofestablishment,details of weighing and measuring instruments owned by the user, apply for verification and to pay fees online. Separate tabs are provided for applying for original verification and reverification.User has the privilege to select camp or insitu verification as per his convenience and to pay the fees accordingly. For camp verification, user can book date and timeslotinadvancetoavoiddelayintheverificationprocessat the legal metrology office. User can view or download the
verification certificate on completion of theverification/calibration process and can transfer the weight ormeasure owned by him to another user. For submitting application for verification, follow,
At the office interface legal metrology officer scrutinises and approves the applications submitted by the user. There are provisions to view and download various reports associated with verification process at the office end.
2. Licensing
This module has a user as well as Office interface. As per theLegalmetrologyact2009,nopersonshallmanufacture,sell or repair weights and measures without having a license obtained from the Department of legal metrology. This module covers the issue, renewal and amendment of license to manufacture , sell and repair weights and measures including weighing and measuring instruments.
Every person wish to obtain the license shall make an application for the issue of license to the Controller of Legal Metrology through LMOMS portal . They can upload necessary documents andpay fees online including the security deposit. Person applying for repair license must possessqualificationsasperRule11ofKerlalegalmetrology Enforcement Rules 2012.
Smsfacilityisenabledtointimateaboutthesubmission,status and approval or rejection of application. Applicant can view and download the approved certificate from the portal.
3. Registrationaspacker/importer
This module also has a user and office interface. Any person or firm who or which prepacks or imports any commodity for sale, distribution or delivery shall make an applicationsupportedbyrelevantdocumentsand onpayment of fee as prescribed through the LMOMS portal. Application shall be submitted successfully within ninety days from the date of commencement of packing or importing. After this period the applicant is bound to remit compounding fee also along with application fee. The applicant is intimated regarding the submission, status and approval or rejection of theapplicationthroughsmstotheregisteredmobilenumber. Applicant has the provision to download the approved certificate also.
4. Cases and Compounding Fee
This module provides an online platform for the Legal MetrologyOfficerstoenterthedetailscasesdetectedbythem such as name and address of offenders, Sections and Rules violated by them and details of compounding fee remitted.
This module has an office interface only and it makes the follow up of offences detected by legal metrology officers more easy by providing facility to download the report of seizure,showcausenoticetotheaccusedandcaseregister.
